2021-2022 Instructional Materials Adoptions in a Post Covid Recovery; though Challenges Remain


Rockville, Md December 22 2022 – The 2021-2022 instructional materials adoption season was a year of recovery for the publishing market, as most districts made decisions in accordance with the traditional academic schedule. While this provided some relief to publishers, there remain challenges.


Subscriptions for bundled materials and services continue to decline, creating many questions about how providers will be able to compete against other high-growth subscription models in K–12 education. Additionally, given increasing state influence over local decisions through recent measures such as local control and non-compliance policies, publishers face challenges when it comes to forecast total sales for upcoming years.


The largest opportunities for K-12 publishers in 2021 was the Texas Pre-K-4 English Language Arts (ELA) adoption, California’s K-8 World Languages adoption, North Carolina’s K-12 Mathematics adoption, and the Florida K-12 Mathematics adoption.


The adoption opportunities in 2021 and results from major adoptions in 2022 are provided in Simba Information's recently released 2021 National Instructional Materials Adoption Scorecard and 2022 Outlook.

In 2021, Simba tracked $1,053,642.97 in total sales. While traditional publishers like Houghton Mifflin Harcourt, Savvas Learning (formerly known as Pearson K12 Learning), and McGraw-Hill dominated the adoption cycles in 2021, capturing 52% of sales. Vista Higher Learning and TPS Publishing join the top five during the 2021-2022 adoption cycle with 6% of total sales each.


The 2021 edition of the annual report provides an overview of the instructional materials adoption process and selected results in:


  • Texas Pre-K- 4 ELA adoption
  • California adopted K-8 World Language instructional materials
  • Florida adopted K-12 ELA and Mathematics materials
  • North Carolina adopted 9-12 Mathematics and CTE


The report also includes the annual Publisher Scorecard of total sales for all instructional material publishers and calendar of scheduled adoptions from 2022-2025.
